Position : Manager – HR & Operations

Functional Summary

The Human Resources and Operations Manager will be responsible for two streams of work in CCF Indonesia – Human Resource and Operations management. Major focus of this post holder will be on providing leadership on Human Resources by developing & implementing a HR strategy in line with that of CCF International Office. S/he will lead and facilitate a performance culture and work in a collaborative manner with colleagues to support in their human resource management responsibilities effectively. The post holder will also oversee the work of operations section in the organization to ensure smooth and cost effective operation and policy compliance.

This position is part of the senior management team. The post holder will have line management responsibilities for HR and operations section staff.

The person will be responsible for ensuring compliance with the organizational Child Protection Policy

Areas of responsibility

Human Resources Management

 Translating the organization strategy and goals to an HR strategy and providing leadership for HR management, related learning & development.
 Development, execution and evaluation of HR policy and instruments and provide strategic HR advice and recommendations
 Lead and coordinate the implementation of a comprehensive package of HR practices that support the Global Strategy and are in line with CCF’s core values.
 Facilitate the process of transition to the new program approach by designing broad cultural and professional change directions and identifying the most suitable HR strategies
 Manage ongoing and continuous analysis of HR requirements during the transition taking into account relevant internal and external trends.
 Provide strategic advice and innovative solutions to departments/ Zonal & Area Offices on handling issues related to the implementation HR policy.
 Coordinate and facilitate processes that support transitional changes focusing on building management skills, awareness and aptitudes required.
 Manage general HR practices such as recruitment, staffing, performance management system, staff orientation, development and training, employee relations, compensation and benefits administration, employee safety, welfare, wellness and health, space planning, employee services and counseling, proper maintenance of all personnel and HR related documents, labour law and other regulatory policy compliance.
 Manage and coordinate organizational grievance system and disciplinary proceedings.
 Managing the HR department, related operational and HR advisory work
 Development of a framework for minimum standards for project level HR policies for partners.
 Evaluate cost-effectiveness of trainings by linking training costs to perceived benefits in the organizational development agenda.
 Ensure that all contractual services (staffing, consultancies and other services) presented for National Director’s approval are in compliance with Local Labour Laws and organization HR policy.
 Support finance in preparation of monthly payroll, ensuring maintenance of updated information on staff salaries, leave, allowances and income-tax calculations and ensuring compliance with current laws and regulations
 Advise National Director on appropriate actions for prevention and response to any legal issue arising out of CCF work and employment, Coordinate actions with legal counsel and manage legal representation.
 Build networks and partnerships with other similar organisations to keep abreast of HR best practices.
 Provide HR support in recruitment, selection, formulating staff policies for emergencies/ relief works.
 Ensure that all policies and their implementation addresses equal opportunity issues with particular reference to gender and diversity.

Operations Management

Oversee the Operations function particularly in the areas of:

 Oversee operations section function to ensure effective office administration and facilities management.
 Ensure strict compliance with CCF procurement policies & procedures for all goods & services
 Ensure inventory management, insurance and regular maintenance of all CCF Indonesia assets & properties
 Support ND in contracting property leases for area and zonal offices and vendor/service provider agreements. Review all agreements/contract s regularly and negotiate fresh contracts for cost effectiveness
 Ensure compliance with appropriate health and safety standards in Indian context.
 Support in emergency relief work, as required by the team Coordinating relief work
 Support smooth functioning of the IT section.
 Prepare and monitor HR and operations budget.
 Provide supervision support for ensuring smooth management and addressing all issues pertaining to personnel administration, office administration and IT administration with national, zonal and area offices.
 Prepare annual work plan for the HR and operations department and ensure compliance with the same
• Ensure that CCF complies with all legal employment obligations in line with existing national labor law and other related laws, as applicable
• Represent CCF on all legal matters with regard to employment issues, contracts and other and relevant liaison work with relevant government agencies
• Ensure orientation & regular updates to staff on security situations, related policies & guidelines and in the absence of the National Director act as focal point on all HR, operations and coordination issues in relation to security & emergency matters in the country.

Qualifications and experience
 Minimum of Bachelor degree in Human Resources and Organizational Development. Qualifications in Law, Economics, Development Economics or other related areas would be an advantage
 At least 8 years progressive job related experience with at least 3 years in a managerial and supervisory role, preferably in international organizations.
 Successful experience of working in a multicultural work environment
 Experience with policy development and advising
 Knowledge of humanitarian sector
