HEKS Switzerland is an international non-governmental organization
(INGO) with sound experience in the field of post disaster relief
operations all over the world. In Indonesia several local NGOs with the
help of HEKS have implemented various Projects mainly on Nias Island and
Aceh. For the next 2 years two projects based in Nias and Padang will
be implemented with the help of HEKS.

For the HEKS Office in Medan and as assistant for the international HEKS
PME – Consultant, HEKS is seeking a highly qualified, resilient,
stress-resistant and motivated Senior program assistant (60-100%).

Reporting directly to: HEKS PME-Consultant for Indonesia

Location of work: Medan with frequent travels to Nias and Padang.

Expected starting date: end of May 2010

Duration of appointment: 1 year with possibility for extension


Bachelor or Master degree in a relevant field according the tasks with
proven record.

Minimum 5 years working experience, preferably in INGO

Strong communication skills with HEKS, the partner NGOs and the

Excellent knowledge of financial accountability

Excellent knowledge in spoken and written English, with strong skills
in translating and reporting. (Knowledge of Bhs Nias and/or Bhs Minang
would be an asset)

Advanced computer skills (Comprehensive Office Package, Open source
software, financial software, Internet applications)

Interpersonal skills, ability to work independently and in a team

Strong organization and prioritization skills, interpersonal skills,
and attention to detail

In good physical condition, to be able spending some days during field
visits in very remote areas, possibly with long travels by foot.


Should be familiar with key elements of project cycle management and
understand how the Projects fit within the Project cycle’s overall

Familiar with planning, implementing, reporting, monitoring and
evaluation or any other aspect for effective project management

Ensure compliance with Project proposal and logframe

Project monitoring and evaluation to provide regular information on
progress towards indicators of outputs and objectives and assess the
impact of the Project

Monitor expenditure on a monthly basis against the approved budget.
Review expenditure projections to ensure that expenditure stays within
budget. Approve financial statements.

Should have decent knowledge at least in 2 of the listed project


Economic recovery


Agriculture (rubber, cacao, paddy fields, coconut)


Assist the HEKS PME- Consultant in all relevant fields of his mission
(presence of the Consultant in Indonesia will be approx. 6 mths/year)

During the absence of the HEKS – Consultant coordinate closely all
tasks directly with him via Phone, Mail or Chat.

Regular travel to field sites (with and without the HEKS
PME-Consultant) for monitoring and supervision of projects, time frame
and working plans. Provide technical assistance to all operations staff
especially the management of the local NGOs. Alert the HEKS PME
Consultant to any financial or integrity issues affecting the program

Assist Project management in the reporting development

Ensure adequate operational resources are available for each office
through the development of operations budgets with cash flow forecasts
and oversight of budget monitoring, ensuring adherence to donor

Regularly assess training needs for the HEKS partner NGOs and assist in
offering opportunities of participating in trainings to management and
program staff

Provide periodic updates to governmental policies relating particular
project issues.

Provide periodic updates of security situation in Indonesia and the
project areas, ensure maintenance of updated emergency contact lists,
phone trees, and other security tools

Assist, prepare, organize and coordinate visits by Headquarter, donors,
auditors or other visitors

Oversee Visa, Work Permit and Police Clearance, including coordination
with local and national authorities. Remain updated on the latest visa
procedures and processes.

All other duties as assigned by the HEKS PME – Consultant
